Constructs a new report using the provided locale for the output language.

Parameters:

locale - the locale to use for the output language

getOutputStream

public static java.io.PrintStream getOutputStream()

Retrieves the appropriate output stream to write the report to.

If we are running in a shell context, this will return the shell's assigned output stream, otherwise System.out is returned.

This is only required in case the output is written to a HTML page, if the shell output is used, this will just return an empty String.
